25 Year Plan

The 25 Year Plan is a comprehensive document outlining goals and initiatives that the Government has set out to achieve over the next 25 years. Our policies will focus on 6 global environmental themes which encompass all areas of environmental management, from ensuring clean air and water and a thriving natural environment, to creating a smart and sustainable city.

25 Year Plan

The 25 Year Goals are:
  • To develop a strong and resilient environmental governance framework
  • To protect, conserve and enhance Gibraltar’s natural capital
  • To turn Gibraltar into a resource-efficient, green and competitive low-carbon economy
  • To safeguard Gibraltar’s citizens from environment-related pressures and risks to health and well-being so that they can live and prosper sustainably.
  • To secure investment for environment and climate policy
  • To participate in international initiatives that are of mutual benefit
  • To create a green and efficient transport network
  • To ensure economic growth is consistent with the Sustainable Development Goals and the Climate Emergency
  • To combat climate change and adapt to its impacts

Policy & Legislation

The new treaty between the UK and the EU on Gibraltar will inevitably result in further changes to Gibraltar’s legislative framework as we seek to deliver dynamic alignment with EU environmental objectives.

As a result the 25 Year Plan will be reviewed in the autumn, in light of the treaty.
